How do I check to see if my state taxes were paid?

IF you get  a Federal Refund, and owe the State....your state payment can NEVER be directly paid from your Federal refund.  There is an information page in the software that shows your net situation....but that didn't mean that one refund paid the other......it's just the tax year's eventual balance.....

You must pay your state taxes due yourself.   A few states allow a Direct Debit to be arranged from your bank account when you e-file.....but many do not and you must pay separately.   The Filing instructions page for your state forms that you printed/saved to PDF when you were instructed to do that when yo filed...it will contain that information on how to pay the state....or if you arranged a state d.debit.
