How do I fix a rejected state return from a prior year that I recently amended?

I recently amended my Wisconsin state form for 2020. When I filed the amended state return, it was rejected. I received an email notice of the rejection and was instructed to log into TurboTax to fix the problem. The error message I received is:
/ReturnState/AuthenticationHeader/TransmissionDetail/TotalPreparationSubmissionTs - Data in the Wisconsin Amended return is missing or invalid.

I do not see a "Fix my return" button or any other indication on the main screen instructing me how to fix the issue. It also appears I am no longer able to access my state 2020 form online. It says I have to use the Desktop version now.

The filing amended returns laws changed in 2020. Depending on what date you file which year has an effect. You will need to mail the 2020 WI form.

Can I e-file my amended state return? makes a reference that the program may have you paper mail, that is due to the extra circumstances. The program operates in the 2020 world with those laws and rules.

You cannot e-file a past year return---not an original past year return nor an amended past year return. The only way to file your amended past year return is by mail.

According to this link, it appears Wisconsin is one of the state where it is allowed?

@marks818 And....certain paid tax pros have the software to e-file a past year return. It cannot be done using do-it-yourself TurboTax software.
