I am a current resident of Ohio (have been for all of 2016) that refunds all of state income tax for military (which I have been for all of 2016)

In the personal info part of the Federal  section, indicate that you are military. That will trigger a question in the Ohio program  to re-enter your military pay as a deduction. The deduction goes on line 24 of schedule A.

The deduction is only available for members stationed outside Ohio. For example, if you are an airman at Wright Patt, you will not get the deduction.

Only military pay is exempt. Other income (e.g. interest or side job) is taxed.
