HOW DO I JUST FILE LA STATE TAXES BY IT'S SELF? I ALREADY FILED MY RETURN, HAVE GAMBLING REFUND OWED TO ME IN NEED OF NONRESIDENTIAL HELP

You cannot use TurboTax to prepare a state return unless you already used TT to prepare and file a federal return.   TurboTax software cannot be used to prepare a "stand alone" state return.   If you already prepared and filed your federal return using TurboTax then you can go back in to your account and click add a state to prepare a 2021 state return.

You only say that "already filed" -- so we do not know how you did that.   If you used some other software, etc. then you could get the state forms from the state to prepare and mail in the state return you need to file.
