Question

How do I know if I need to file 1099 NEC? I received it after I received my refund. Will the IRS send me something or do I just amend it myself?

If the 1099NEC is telling you about income you did not report in your return you should amend.

Amend it yourself. The IRS did not correct your return if you received your refund.

The IRS will probably send you a notice later because 1099s are cross-checked by computer. By that time, there will be penalty and interest on any unpaid tax and you would have to file an amended return anyway unless you want to pay more than that you probably need to pay, along with penalty and interest.

For instructions see How to amend (change or correct) a return you've already filed.
