There is no way to find out when the IRS received your mailed tax return unless you used a mail service that provides delivery confirmation, such as certified mail.

Because of the Covid-19 pandemic, the IRS is currently not processing tax returns that were filed by mail. When they start to process them again they will have reduced staff and a big backlog, so it will be quite a while before your 2019 tax return is processed.
