TurboTax does not send or receive any tax refunds, federal or state.

If you have a federal tax refund it will be sent by the IRS using the method you selected in the File section of the program in Step 2.

If you also are receiving a state tax refund that will be sent by the State.  Federal and State tax refunds are from totally separate tax authorities and are sent separately.
