How much of 1095A should I divide for adult child that's not a dependent? Can I claim the rest if I only allocate less than 33%. 8% doesn't affect his return.

You will need to allocate the SLCSP based on the number provided by Healthcare.gov https://www.healthcare.gov/tax-tool/#/

The Premium and Tax Credit can be allocated however you choose as long as it totals 100% between your return and his return. If you paid the entire premium you can even allocate 0% to him and 100% to you.
