172.70 was withheld by a summer employer for Columbus Local income tax.

You need to file a return for the state of Ohio.

  • If you were in Ohio for the summer, then you earned the income in Ohio and you'll need to file a return in Ohio as a result of this.
  • If you were in Virginia but the employer is in Ohio and withheld the taxes incorrectly, then you'll need to file a nonresident OH return claiming zero income from OH sources to receive a full refund of all OH taxes withheld. 
  • In either case, tell TurboTax in Personal Info that "you made money in another state" and select Ohio. That will provoke TurboTax to prepare a nonresident OH return for you.

Ohio City income tax cannot be refunded. But, you are not required to file a city income tax return.

You do not need to file a OH tax return, unless your total (not just OH) income for the year was more than $10,850. You are allowed to file to get back any OH withholding (box 17 of the W-2). As previously stated, you can not get the box 19 amount refunded.
