How to know if IRS will take my refund?

I read about how IRS can tax offset in various situations.

I do owe student loans and I wasn't able to make payments on it due to job issues, etc. So, I requested a year from Nelnet, but I am not sure if it went to collections or set to default.

My tax status says accepted, but will they notify me that I won't get the fund?
