I already filed my federal form through another tax prep sight I only need my Wisconsin state form e-filed

In order to e-file your state return with TurboTax, you would have needed to file your federal return with TurboTax. Please refer to the following link to file your state separately.

If you didn't use Turbo Tax for federal, There is a way but you first have to fill in the federal and pay for federal for it to flow to state. You will have to mail state. See,
