If you choose to have the refund paid with the federal refund  and the refund was delayed you were asked to pay the TT fees in advance of the refund.   However the IRS was still going to send the refund to the processing bank even it the TT fees were paid by you because that is how the process was originally set up.   Now the refund goes to the processing bank where they get to take their processing fee out of the refund and send the balance to you ... the TT fees are not deducted again.   Thus TT got paid for the program usage and the processing bank gets paid for receiving the refund and sending the remainder of  it on to you.  This is how everyone gets paid for doing their part in the process.
