I am completing my 2019 federal tax refund. Under wages and Income, there is State and Local tax refund summary from 2018. Can this information be deleted? It is old

No, you do not want to delete your 2018 State & Local Tax Refunds that you received in 2019.  These are considered income and should be considered in your 2019 return, only if you claimed a deduction for state and local taxes the year before by Itemizing your deductions.   See Instructions for IRS Schedule 1, Page 81 for more information.
