I am doing consulting work for a local facility in Ohio, but I am paid from an LLC in another city. Where do pay the local tax? The city I work in, or the city where the LLC is located? I will be filing a schedule C. Thanks

    You will pay the tax in the area that you perform the work.  The city where the LLC is located is not relevant, only the location where you are performing the service is relevant.
