I am need to previous my previous returns for 2019 and 2020. But the bot keeps wanting me to sign up so I can start filing a new tax return. I don’t want to do that.

If you did not complete and file a 2022 tax return using the TurboTax online editions, the ability to download a PDF of a prior year online return has been deferred until the TurboTax online editions for tax year 2023 become available in late November or early December.

If you used the desktop CD/Download editions installed on your computer, the only copy of your tax data file and any PDF's will be on the computer where the return was created.  TurboTax does not store online any returns completed using the desktop editions.
