I built with a construction loan and refinanced to a permanent loan after moving in. Is the construction loan the original loan or is the permanent loan the original?

You would need to reach out to the financial institution that financed each loan (if they are different) and ask if they have a 1098 that has been issued to you. The IRS requires most of these forms (excluding 1098-C) to be completed and sent to taxpayers by February 1 of each year so that taxpayers can use the information to complete their tax returns.
