I did a NY state amended return. it states it couldn't be efiled, but the paper work that printed said it was efiled and not to send in papers. do i send anyway?

It depends on what Form the e-file confirmation was for - is it for the original 1040 or is it for the 1040X?  Was it the original return that was e-filed, or are you sure it was the amended return (1040X) that was e-filed?   On the paperwork showing that it was e-filed, when was it e-filed?  Is it showing the original e-file date or today's date?   Did you use TurboTax Online and what year did you amend?    It sounds good, like it was e-filed, but you want to make sure that it is in fact filed and that the e-file information is not for the original return.   If it is, you need to print and mail the 1040X.
