I did not receive a stimulus check at all last year. Can I claim this on this years tax return?

Yes, provided that you qualify.  Technically speaking, the stimulus was an advance of a tax credit being provided on the 2020 (this year's) tax return.  It was issued, however, on either 2019, or in some cases, 2018 tax information.  Therefore, those who qualified for the stimulus based on 2020 tax information, but who might not have qualified based on 2019 or 2018 tax information, will be able to claim the stimulus as additional refund on their 2020 tax return.
