Question

I did not revive my second and third stimulus checks. Where do I go to file for an amendment? How do I claim my baby to be eligible for the child tax credit?

You can get the 2nd stimulus check by using the recovery rebate credit when you prepare your 2020 tax return.   There is no place on that return to enter anything about the 3rd stimulus.   The IRS is issuing the 3rd stimulus checks on its own timetable.  As for claiming your child---you do not say when the child was born.   If your child was born in 2020 (or earlier) then  claim your child as a dependent on your 2020 tax return to get the child tax credit.   The CTC is based on having income earned from working.

If your child was born in 2021 and you are asking about the new increased child tax credit, the details are still not all clear.   Sometime soon the IRS will put up a portal where you can enter information to get the CTC payments for your eligible child.   That will not be done through TurboTax.

Why do you want to amend?   What are you trying to change?   You do not need to amend for the CTC.

If you did not use the recovery rebate credit when you prepared your 2020 return then that would be a reason to amend.   But do not amend unless your original tax return has been fully processed or you will cause confusion and delays by putting a second return into the system.

TurboTax cannot track your 3rd stimulus or tell you when it will arrive.  The IRS is issuing 3rd stimulus checks on its own timetable.

You can use the IRS Get My Payment site to see what is expected for your 3rd stimulus check:

That CTC increase is not for 2020;  it is for 2021.   Your 2020 return does not have to be amended for it.  More information will be available soon; the details of how it will be implemented have not yet been clarified fully.  There may be monthly payments going out beginning in July 2021, with some of the CTC still left as a refundable credit on your 2021 tax return next year.

The stimulus check is an advance on a credit you can receive on your 2020 tax return.  If something went wrong or you did not get the stimulus check in 2020, you can get it when you file your 2020 return in early 2021

The Recovery Rebate Credit will be found in the FEDERAL REVIEW section. ( you should see "Let's make sure you got the right stimulus amount”)  If you are eligible it will end up on line 30 of your 2020 Form 1040.

Make sure that you enter ALL of the stimulus money received for the 1st and 2nd stimulus for yourself, your spouse and your children.
