I read that Turbo Tax can return the fees you paid if you don't get your refund within 60 days. nI was not aware that they had this policy until now.

No, there was no guarantee that your refund would arrive from the IRS within 60 days.   You had 60 days to request a refund of the price you paid for the CD/download if you were unhappy with the software.  No one promised you that you would get your income tax refund in sixty days.   The IRS is severely backlogged; many people waited far longer than sixty days for refunds.  Once you file your tax return, only the IRS is in control of processing your tax return.  TurboTax has no control over the IRS.,,

I went to the page that says "Pay with your Federal Refund"... I then clicked the "Learn more" link on screen where it explains the $39 Processing fee. A FAQ/query window popped up on the side with this question and answer.

Q=What if my refund is delayed by the IRS?

A= If you haven't received your refund within 60 days of filing, the TurboTax fees, processing fee, and sales tax may be automatically deducted from your bank account.

I copied this word for word from the screenshot I took.

Thank you.

Sorry---you are misunderstanding that.    That does not mean that you get your fees back.  That means that if the IRS took too long to issue your refund, you agreed to allow TurboTax to take those fees out of your bank account while you continued to wait for the IRS to process your refund.
