I didn't receive my 2014 refund. Can I still get it in 2017?

I filed my 2016 taxes and got a refund, but I filed my 2014 taxes well in 2014 and I didn't get my refund.  There's no option out there talking about whether I can or cannot get that refund.  I believe they're holding onto my refund.  I gave them the information and there was some back and forth.  

Can I still get my 2014 federal and state refunds?

Yes, you can still get your 2014 Federal & State refunds. Refunds owed to you will remain available for 3 years, so this is the last season to claim your 2014 refunds. Please contact the IRS and applicable state to find out why your refunds are being held  or what's the delay.
