I filed form 8962 in February after I efiled earlier that month. I have received my state refund, but not my federal. Why? How do I get in touch with someone?

There have been many posts from filers who filed some type of paper work after efiling their original return in January or February who have not yet received their refund. The IRS quit processing paperwork many weeks ago when their regional offices closed due to the Covid-19 outbreak. It is not known when they will catch up. 

Since you original efiled a return, you should be able to track the progress on the IRS tracking web site: https://www.irs.gov/refunds
