I filed my taxes for Grand Rapids and on my return it marks that I am a full time resident, but I only lived there for 4 months and now I have a balance. Should I amend?

That depends. If the tax is based on wages earned there, so even if you did not live there, if you worked there, you will owe the tax. If you worked in a different city, AND you lived in a different city at the same time, and you are being taxed on the income earned in the other city, you may want to amend the Grand Rapids return.
