I filed on 3-18 and still no refund what did I pay for

You paid for a DIY income tax program that you use to produce a tax return that you can file.   Once the return is filed TT had completed it's purpose.   TT has no control on how long  the return will take to process by the feds or state.

Once a tax return has been Accepted by the IRS or a State, TurboTax receives no further information concerning the tax return or the status of any tax refund.  

To check the status of an e-filed return, open up your desktop product or log into your TurboTax Online Account. You can find your status within the TurboTax product.
