If the IRS did not receive your 2017 tax return then enter a 0 (zero) for the 2017 AGI.  If the IRS continues to reject the 2018 tax return for the AGI then you will have to print and mail the tax return.

See this TurboTax support FAQ for the procedure to print a tax return for mailing when using the online editions - https://ttlc.intuit.com/community/printing/help/how-do-i-print-and-mail-my-return-in-turbotax-online/01/26258

Recommend that you use a tracking service available from the US post office with return receipt required when mail the tax return.  Then you will have proof that the IRS has received the tax return.

If you are unable to pay the taxes owed then set up a payment agreement with the IRS using the online payment agreement application at this IRS website - https://www.irs.gov/payments/online-payment-agreement-application
