If your refund is taxable, the program will calculate any taxable portion. After you have entered the form, done, back on the main screen, done, Let's see if your refund is taxable will pop up, if the computer doesn't already know the answers. Answer those questions until done.
Claiming the deduction helped you increase your federal refund or lower your tax bill.
Many people pay more state and local taxes than the $10,000 cap. Only taxes that were deducted on itemized deductions are taxable. If you paid in say $15,000 of state and local tax with a refund of $4,000, it was not used on your itemized deductions and isn't taxable.
