I got a notice with following info:
Line Item Adjustments: 35a. Your Health Care Penalty
Adjusted: 366.00
Does it mean I get 366 less refund or does it mean I only get 366 total refund?

Yes, that means you get $366 less refund due to the Healthcare penalty.

We'd love to help you complete your tax return, but need more information. Can you please clarify your question?

There's no penalty for not having healthcare on your federal return, so which state are you filing?

Also, is this message in the program, or somewhere else?
