I had to pay some extra taxes in September 2016 that I missed on my 2014 tax return. Can I claim those taxes paid on my 2016 return?

It was a CP21C notice for tax year 2014 and was paid in full (785.00) as of 14Nov2016.

Federal taxes no.  You can only deduct state taxes you paid in 2016, no matter what year they are for.  But just the state tax, not any interest or penalties on it.
