I had to remove a 529 college savings from my 2015 state return, do i need to mail amendments to the federal tax returns as well?

I assume that the reason for the amendment is that you took a deduction for the 529 contributions and that deduction was not allowed by your state.

If that's the case then I seen no reason to send in a copy of your federal income tax return with your amended state income tax return.  Explain the reason for the state amendment, make if clear that nothing changed for federal income tax purposes, and that should be fine.
