I have a 1098-E but half of the amount on it was refunded to me when my loan was forgiven. I have twice requested and updated 1098-E and have gotten no response.

If you are not getting a response and you are going to claim the interest, then you can enter the actual amount you paid.  If for some reason, the IRS would send you a letter correcting it and saying you can claim a higher deduction, you will just need to let them know that it was refunded and you could not get a new 1098-E.
