I have not filed since 2016. Can I file 2019 without state tax refund figures?

I have a special tax situation due to personal theft issue and have not been able to file since 2016. Can I file 2019 without the carryover figures?

Ok ... if you mean can you file the 2019 return before the prior tax years then yes you can ... use a ZERO for the 2018 AGI when asked.

 

Now if you have a refund for those prior tax years you really should be filing them ... the 2016 refund will be null and void come 7/15 so file that one ASAP. 

 

If you owe for the prior tax years filing the 2019 return will prompt the IRS to request those returns and penalties & interest is accruing daily so file them ASAP. 

 

And lastly ... if you have some kind of carryforward items that need to be accounted for then you should at least complete the missing returns so you have the correct figures carried forward even if you will not file them right away.   If you do file an incomplete return (aside from it being illegal) it will need to be amended to correct the deficiencies.
