I received a small amount, but not the entire refund amount

What do you mean by "small amount?" Did you receive just your state refund but not your federal? Vice-versa? Or did the IRS reduce your federal refund? If the IRS reduced your refund you should have received a letter from the IRS explaining why the refund was reduced. How much was the refund you were expecting? How much did you receive? Did your Form 1040 have an amount on line 30?
