I have try to E-file my Return but it didn't go through. Because it said's I already file. And I have already pay my fee to turbotax. So I would like to have a refund.

The TurboTax fee is for use of the program to prepare your tax return. It is the same fee whether you efile your return or print and mail it. 

Is it possible that you used the non filer portal to register for the stimulus payment? If you did, the IRS efiled a return for you with 0 income. That prevents you from efiling your "real" return. The non filer portal was to only be used by persons not filing a tax return.

You would normally have to prepare and mail an amended return form 1040X in this situation. However, most of us believe that you can prepare your "real" form 1040 and write "Amended Return" across the top of the 1040 form and mail it in without having to prepare a 1040X. TurboTax will print filing instructions when you print your return telling you what to include and where to mail it. 

The IRS is currently not processing mailed returns so it's not possible to predict how long it will take for yours to be processed.
