I haven’t received my state refund yet how would I contact the irs about it ?

It’s been 70 days and I got a letter about something awhile back but nothing back from me responding to the letter yet and it’s been a while

Don't contact the IRS. They may know nothing about your refund unless an offset was in effect. Contact your state department of revenue

Federal and state refunds come from completely separate entities, There is no rule as to which one will come first or how much time there will be between their arrivals. Some states process returns quickly and some are very slow.
