I inherited a house on Mexico and received a portion of $ in 2018 the rest I will receive it on 2019. Do I have to report this amount on 2018? Full amount? What form?

An inheritance is not taxed. You need to be clear as to why you are getting two payments. If the value goes up between the date of death and the date you receive payment, you do need to claim the increase in value as income.
