Solved

I just had to amend my 2016 return because of a 1099-R that I just received today, it did not change any of the numbers but now it says I am not getting a refund back?

The amended tax return (1040-X) is separate from the originally filed 1040.

If it says there is $0 change between it and the originally filed return, is that what you expected.  Does the 1099-R you received show $0 of taxable income, if not did you roll it all over?

The 1099-R does show $0 for taxable income.
