I just received a Deficiency Notice. I agree with it. Can the IRS take the money owed out of my refund before I respond to the notice?

    The IRS will take the amount due out of your refund if the tax has already been assessed.  As a deficiency notice indicates it will be assessed after 90 days, it may not be assessed before your 2016 return is processed.
