I just received two 1099G's. And I am pretty sure we did not receive any Unemployment in 2016. However it is only $277 that I owe. Will the IRS decline my file already

I am just making sure that since we owe only $277 on the amended return, the IRS won't decline our status and force us to mail in amended return before getting our refund.

You should wait to file any amended return until you receive the refund from your original return. That way, you are using the correct numbers for your amended return.

 At this point, the IRS doesn't know anything about those 1099-Gs. So your refund will be sent to you (assuming there's no other changes for the IRS to make). Then amend your return and pay any balance due with it.
