I'm filing an amended 2022 return. I'm stuck on Part II of submission

I'm filing an amended 2022 return today.

I originally filed one federal return, one CA state return and one NY state turn in Turbotax.

My amended returns show a small refund for federal, a small refund for CA, and a $0 refund for NY.

On submission, I'm stuck on Step 2 "Your refund info". It asks for direct deposit information for federal and CA amended returns. It skips NY. However, after completing the flow, it still believes step 2 is incomplete and prompts me to complete it. As a result, I cannot make progress.

I have already tried: clearing the cache/cookies, restarting, and using a different browser. 

This appears to be some kind of bug which mishandled the case where a refund is $0.
