The fees are to prepare the return.   The fees are the same if you efile or print and mail.  If your refund is not big enough to cover the fees PLUS the Extra $40 Refund Processing Service charge (45 in California) then you have to pay with a credit card.  You can still efile.

How do I print and mail my return in TurboTax Online?

Be sure to attach copies of your W2s and any 1099s that have withholding on them.  You have to mail federal and state in separate envelopes because they go to different places.  Get a tracking number from the post office when you mail them for proof of filing.

The fee for using online TurboTax is the same whether you e-file it or mail it in an envelope.   Your fee is for using the software.  You cannot print the return unless you pay the fee.  Sorry.   I think what you might mean is that your refund is too small to pay the fees from your refund, since that entails an extra refund processing fee.

No matter how you file, you have to pay TurboTax ---- or you could abandon the TT return and use the IRS Free File site:

-Use this IRS site for other ways to file for free.  There are 8  free software versions available from the IRS Free File site
