Question

I need to retrieve my 2016 return. I do not need to file my 2021 return. I cannot get any records because I used the free filing available in 2016. Can this be done?

I just need the return info to work with the IRS. I am willing to pay for these documents. When I choose to use a service it insists that I am filling out information to file for the tax year 2021. I have already done so. It appears there is no option to bypass that.

if you did not use Turbotax to file 2016, then it doesn't have it. it seems you used the IRS Free File option. so to get a copy (no documents just the return) you need to file form 4506 with the IRS it costs $43.

for free you can register with the IRS to get a transcript of the return online-free.
