I only want to efile my federal taxes and print out state taxes to mail. It doesn't make sense to pay $49 for the state taxes which I only owe $9.

With the Online version you are not paying to e-file, the charge is for the Federal & State return.  The charge is the same whether you e-file or mail in your return.

 

You might want to check your State's website, some states if you qualify let  you file your State return for free.

I thought that in the past one price covered both federal and state efile.  This time they are telling me that there are separate charges $59 for Federal and $49 for state.  I also thought that in the past I could print them out before I efile.

Yes, the Online version does include free e-filing for Federal & State but you still need to pay for the returns.  

 

The Desktop versions offer a one Free State Program but you have to pay to e-file a State.
