Question

I owe child support and every year they take mu entire refunds. This year I have a new born and I would like to get a little bit back at least. How do I get something?

You yourself can't.  However, if you are married, your spouse can file an Injured Spouse Form and perhaps some of the refund can be allocated and sent to your spouse.

To get a refund yourself, you need to get current with child support and other debts for which the IRS is allowed to offset your refund to satisfy.
