I paid a 2015 estimated tax in 2016 but did not claim it for 2015 or on my 2016 return

I held the 2015 estimated tax that I paid in April 2016 for my 2016 return but see that I can't include it in estimated taxes for 2016

No, you cannot include an estimated tax payment made for 2015 on your 2016 tax return.  You can either file an amended return for 2015, or you can call the IRS and explain the situation.  After reviewing your account, if the payment was not already applied to offset tax due, or included in a refund, then they will either refund or apply towards 2016 or 2017 tax due, whichever you prefer.
