I paid both federal and state after taxes for 2014 in 2016, can i claim that adjustment

If I understand you correctly, during 2016, you paid additional state tax as an adjustment to a 2014 tax return. (You cannot deduct the additional federal tax anywhere but the state tax can be added to your itemized deductions for 2016.)

 You can add that state tax by entering the words estimated taxes paid in the Find box in the upper right, hit enter.  Then select the Jump To that appears.  (Don't be put off by the words estimated taxes, it's just a screen title)

On that screen, there is a topic called  Other Income Taxes Paid in 2016, then a subtopic you want called Payments for 2014 or a Prior Year state or local income taxes paid in 2016.  Don't include penalties or interests paid, just the tax itself.
