I paid for my federal and state refund to come at the same time, but I only got my federal return not my state. Why did I pay extra for that when I didn’t received both

You misunderstood. You did not pay for your federal and state refunds to arrive together. You may have paid the "refund processing fee" to deduct your TurboTax fees from your federal refund, but that did not mean you would get federal and state refunds simultaneously. Federal and state refunds come from two completely separate entities; it is not possible to coordinate their arrival together.

What exactly does it say? You have a screen shot? You are still misunderstanding.
Sorry there is no fee to get your refund by Direct Deposit or faster.Or to get both federal and state refunds together.Or to have a state tax due deducted from a federal refund . You misunderstood. You can only have the fees for federal and state deducted from your federal refund. That’s all. That doesn’t affect when the IRS or state send it to you. Its just convenient to have the fees for both deducted at the same time. And you pay an EXTRA 39.99 Refund Processing Service charge (44.99 in California) to have them deducted. Which actually might add a day or two to get your refund after the IRS sends it. Or you can pay with a credit card to avoid the extra charge.
