Question

I paid for the federal refund with my credit card. The IRS doesn't see my payment. The money was debited from my card. How do I confirm my payment to the irs?

You didn't pay for your refund. A refund is money that the IRS pays to you. You didn't get a refund. You paid the tax that you owed.

Your credit card statement, or your online credit card account record, is your proof that the payment was made.

Are you sure that you paid your tax to the IRS, or did you only pay your TurboTax fees with your credit card? The TurboTax fees and the tax that you owe are two separate payments.

The IRS has sent out a lot of balance due notices in error this year ... so call the number on the notice and have the proof of payment in hand   OR   send proof of payment  as directed on the notice.
