I received $61.21 less than was submitted on my adjusted 2020 tax return. How can I find out why?

When I filed in February, I owed over $900 for Federal Tax. When the new tax law passed, my CA unemployment that I received for 6 weeks was declared tax free. I filed an adjusted return with Turbo Tax, but I got my IRS check today and it's for less than shown on the Turbo Tax adjusted 2020 return.

Not sure what you mean ... you cannot "file an adjusted return with TT" and you were not supposed to amend the return either. If you did amend the return that is at least 4 months from being processed...probably longer.

So the IRS could/may have sent you the original refund PLUS some interest now and another check later when they finally recompute the return. All you can do is wait for them to finally get around to it and they posted it could take all summer to get the millions of returns done.

Probably didn't express myself well. Turbo Tax told me I could file an amended return for 2020. When I filed in February 2021 I OWED $927. The amended return I filed through Turbo Tax and that was accepted showed I now was getting a REFUND instead of owing money. But I didn't get the amount that was on the amended return. I received an actual check from the IRS for $61.21 less than I was expecting to receive.
