Question

I received a letter from irs with no code on it. it says something about a transcript. there is no request for more information.

it says "enclosed is the transcript you requested on march 11th 2021.  
my refund was filed and accepted on Feb 12th and I still haven't received it.
it says "still processing"  does this letter have anything to do with my refund being so late?

Apparently you requested a transcript from the IRS, so they sent you one.  As for your refund, the IRS is seriously backlogged because of all the extra stimulus filings, as well as a few million unprocessed 2019 returns left over from the COVID shutdown.  In addition, the Where's My Refund site has been erratic and unreliable.  But if TT told you the IRS Accepted your filing for processing, then the government has it.  (Approved is a later step, but TT receives no further updates once Accepted.)  Calling the IRS will not help, and the IRS has implored taxpayers not to call them.  Lots of other folks are still waiting, so please continue to be patient. Also see:
