I received a refund last year for 2022. Where is it recorded when filing my 2023 taxes?

You do not enter last year's federal refund any where on this year's return.   If you itemized deductions for 2022 and received a state or local refund in 2023 --- you enter that refund into the 2023 return.  If you did not itemize for 2022 then you do not enter the state or local refund.

Your Federal refund is not taxable and therefore not recorded on the tax return.

 

State refunds are required to be reported only if you itemize your deductions.  See the Exhibit below for where to find the entry point.  It is under Other Common Income section.
